Howell, Michigan · 3 industrial users on record · 1 sampled for PFAS · 0 above 12 ng/L PFOS
In short
Howell WWTP in Howell treats 1.36 MGD and receives process wastewater from 3 industrial users on record in its pretreatment programme, led by chemicals, plastics and petroleum (1) and food and beverage (1). 1 are categorical users under federal pretreatment standards. 1 of them have been sampled for PFAS (20 samples, 2023–2024); none had a sample with PFOS above the 12 ng/L screening level.
12 ng/L is Michigan’s surface water quality value for PFOS and the screening criterion of the initiative; 170 ng/L is the value for PFOA since July 2022. Both apply to what a treatment plant discharges to a river or lake, not to what a factory sends to the sewer. An industrial user above the level has not broken a limit: it is a source the receiving plant has to follow up with sampling, a reduction plan or pretreatment.

Sources and methodology
Flow, permit and violation figures come from the EPA's ICIS-NPDES discharge monitoring records. Population served comes from the Clean Watersheds Needs Survey 2022. Treatment structures are identified by Klarifi's review of aerial imagery, and capital improvement projects are extracted from published municipal budget documents. Violations are counted over the last three years of monitoring reports.

Industrial users: PFAS sampling reports that treatment plants file with EGLE under the IPP PFAS Initiative (MiEnviro Portal), extracted by Klarifi. Values are as reported by the receiving plant; a value shared by several compounds in one sample is read as the laboratory’s reporting limit and not counted as a detection. Spotted an error?
