In short
Michigan has no single PFAS limit for wastewater. EGLE applies its Rule 57 surface water quality values to what a treatment plant discharges: 12 ng/L (parts per trillion) for PFOS and 170 ng/L for PFOA, or 11 and 66 ng/L where the receiving water is a drinking-water source. A plant above them has to find and reduce its industrial sources.

Since 2018 Michigan has required every municipal treatment plant with an industrial pretreatment programme, 95 statewide, to find the industrial users that send PFOS and PFOA into its sewer, sample the probable sources and make confirmed sources reduce their discharge. The plants report their sampling to EGLE, and those reports are the source of this page.
Klarifi has extracted 1,736 samples (7,231 measurements of 5 PFAS compounds) taken at 236 industrial users discharging to 49 treatment plants in Michigan, nearly all from 2023–2024. 133 of them had at least one sample with PFOS above 12 ng/L, 66 more than ten times above it. 16 have PFAS pretreatment on record.
How to read the numbers. 12 ng/L is Michigan’s surface water quality value for PFOS and the screening criterion of the initiative; 170 ng/L is the value for PFOA since July 2022. Both apply to what a treatment plant discharges to a river or lake, not to what a factory sends to the sewer. An industrial user above the level has not broken a limit: it is a source the receiving plant has to follow up with sampling, a reduction plan or pretreatment.
34 of the 49 plants receive wastewater from at least one industrial user above 12 ng/L PFOS. For each of the 10 with the most: the industrial users on record in its pretreatment programme, how many have been sampled and how many were above the level. Plant names link to the list of industrial users behind the plant.

The highest PFOS concentration in any sample from each industrial user, with the latest sample next to it: several of the largest sources have since cut their discharge by installing pretreatment or cleaning out tanks and pipework.

Sources and methodology
Flow, permit and violation figures come from the EPA's ICIS-NPDES discharge monitoring records. Population served comes from the Clean Watersheds Needs Survey 2022. Treatment structures are identified by Klarifi's review of aerial imagery, and capital improvement projects are extracted from published municipal budget documents. Violations are counted over the last three years of monitoring reports.
