Where to find official Colorado NPDES records
Colorado Department of Public Health and Environment (CDPHE) runs the NPDES program in Colorado under authorization from EPA Region 8, as the Colorado Discharge Permit System (CDPS). It issues and enforces the permits and keeps the official file: applications, permits, fact sheets and monitoring reports. EPA issues the permits of federal facilities and on tribal lands. Industrial and commercial NPDES permits in Colorado
Most NPDES permits are not held by municipal plants. EPA’s permit database lists 453 individual permits in force for industrial and commercial facilities in Colorado (manufacturers, food processors, mines, power plants, landfills), 49 of them major dischargers, plus 2,800 facilities covered by a general permit, mostly for stormwater. 125 of the individual permits recorded at least one effluent violation in the last three years.

Permit renewals by year
An NPDES permit runs for five years. To keep discharging, a plant must apply for renewal at least 180 days before the expiry date, and the renewed permit usually arrives with tighter effluent limits, new monitoring requirements or a compliance schedule. That is why the year a permit expires is the year a plant starts budgeting for upgrades: nutrient removal, disinfection, capacity or controls.

Sources and methodology
Flow, permit and violation figures come from the EPA's ICIS-NPDES discharge monitoring records. Population served comes from the Clean Watersheds Needs Survey 2022. Treatment structures are identified by Klarifi's review of aerial imagery, and capital improvement projects are extracted from published municipal budget documents. Violations are counted over the last three years of monitoring reports.
